This substrate-neutral model prioritizes classical mechanics, with quantum as an optional horizon for micro-thresholds. We present axioms, metrics (e.g., ERM$_G$), and testable predictions, supported by CI simulations, qualia logs, and microgravity studies (NASA/ESA, 2010–2025) [2].
